"Quota Quickies"

Twelve Hollywood films were produced locally through Willows Park Studio in Oak Bay between 1936 and 1938. An off-season exhibition building on the Willows Fairgrounds was converted to a soundstage where films were produced with stars such as Rita Hayworth, Edith Fellows, Charles Starrett* and Rin Tin Tin Jr.
These films took advantage of a loophole in the British film quota system and became known as "quota quickies."
Oak Bay's twelve "quota quickies" were:
1936 Fury and the Woman (aka Lucky Corrigan)
Lucky Fugitives
Secret Patrol
Stampede
Tugboat Princess
What Price Vengeance
1937 Manhattan Shakedown
Murder is News
Woman Against the World
1938 Death Goes North
Convicted
Special Inspector
Although primarily "B" movies, these Oak Bay films helped launch the careers of such stars as Charles Starrett (Secret Patrol and Stampede) in 1936 and Rita Hayworth (Special Inspector and Convicted) in 1938.

* After signing with Columbia Pictures in 1935 and honing his skills in Oak Bay (Secret Patrol and Stampede, both in 1936), Charles Starrett would go on to greater fame in the 1940s and 1950s as cowboy superhero, the Durango Kid.
